With Spurs announcing a partnership with the Brazilian club this week, it seems a move for the midfielder has come a little too soon for Internacional.
Inter's president Vittorio Piffero said the bid was "reasonable," just not enough to prize the player away at this point in time.
Sandro told the Brazilian press, "I am not frustrated by this matter.
"For me to play in Europe is a dream, but there is time to have another chance to do this.
"At the moment I want to focus on my performances for Inter."
Harry Redknapp will be hoping Tottenham's new partnership might help his side land the midfielder in the near future.
