Each of the 24 participating member associations are believed to have submitted a provisional list of 35 players, including a minimum of four goalkeepers, to the FIFA general secretariat by August 11.

In addition, any requests for a change to the provisional list only in noteworthy circumstances must be submitted in writing no later than ten days before the final list deadline and are subject to the approval of the FIFA Organising Committee.
